This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 691 of November 30, 2006.

The Republic of Azerbaijan has received a Credit from the International Development Association (IDA) towards the Health Sector Reform Project (HSRP), and intends to apply part of the proceeds of this credit to payments under the contract for “development of a modern surveillance system and disease surveillance standards and providing training”(Contract No. HSRP/Surveillance System/CS/QCBS/5.04).

The services include provision of the Technical Assistance in connection with Development of a modern surveillance system and disease surveillance standards & providing training. The assignment has following objectives:

• to strengthen MOH’s capacity for development of a modern surveillance system;
• to strengthen SanEpid system through the development of disease surveillance standards (guidelines/manual);
• to train relevant health workers (epidemiologists, laboratory workers) in the developed disease surveillance standards (guidelines/manual).

The expected deliverables to accomplish this assignment include:

1: Upgraded Surveillance System:
- National Activity Plan aimed at introduction of IHR by June 14, 2009
- An implementation plan for development of National Strategy for communicable disease surveillance system

2: National Guidelines of communicable diseases surveillance standards;

3: Laboratory reference manual for surveillance and control of communicable diseases;

4: Trainings for health care personnel

The duration of the assignment is 24 months.

The Project Implementation Unit (PIU) of Health Sector Reform Project established at the Ministry of Health of Azerbaijan Republic now invites eligible consultants (legal entities) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Expressions of interest must be delivered to the address below by December 03, 2008, 17:00.
