The Government of Albania has received financing in the amount of US$ 40,000,000 equivalent from the World Bank and OPEC Fund for International Development toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds to payments for consultant services.

The services include:

The title of consulting services is: Technical Assistance to the Albanian Development Fund (implementing Agency) for Secondary and Local Roads Project

The Technical Assistant is responsible for providing assistance to and supporting the ADF to carry out an efficient and effective implementation of Secondary and Local Roads Project. The Technical Assistant will provide assistance on road designs review, civil works contracts management and civil works supervision process. The services will include also assistance on technical documentation and procurement issues, as well as implementing a procurement programme supported by different donors under the Credit and Loan Agreements under the Guidelines of the World Bank.

The Technical Assistant should be an experienced professional Civil Engineer with 15 or more years of professional experience. He should have a technical background in road engineering, including design and supervision, and extensive experience in all facets of the management of large multilaterally-funded works contracts and the administration of procurement of civil works, goods and consultants. Previous experience with World Bank funded projects would be advantageous.

The consultant inputs will be required for a maximum of 32 man months, subject to annual performance reviews. The assignment is phased, with a firm contractual tranche of 12 calendar months, and three conditional tranches of 12 calendar months each. After completion of a firm tranche, the next conditional tranche of the contract may be transformed into firm tranche by the Client subject to satisfactory performance of the consultant during the previous tranche. The consultant’s input within each tranche of 12 calendar months is estimated as following:

For the first and second tranche 9 man-months (each tranche), where 8 months input are required on site (Albania) and 1 month from home office.

For the third and fourth tranche 7 man-months (each tranche) where 6 months input are required on site (Albania) and 1 month from home office.

The Albanian Development Fund now invites eligible consultants (individuals) to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (Resume, description of similar assignments, experience in similar conditions, letter of reference and any other document which would provide information on qualifications and experience of the consultant).

A consultant (individual) will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised October 2006.
